The other day, I was following behind this vehicle as you describe, had my son with me at this time. This guy did the exact same thing as you described; he drives real slow like a lane hog in the fast lane. Then, he gradually drives slower and slower, for no damn reason, and then he slammed on his brakes. He's real lucky I had my son with me, otherwise he would've found out what asphalt feels like. Guy's a menace to society.

Vehicle: Nissan Leaf, Deep Blue Pearl exterior color. Has a Denver Broncos logo on the bottom left corner of the rear window, has a "Jesus is real" center on the rear bumper.
Moron (male driver) gradually slowed down after turning right into a residential street while I was returning home. Then intentionally slams on the brakes, as an attempt to stage an accident. After I get out of my vehicle (cameras were off), he then pulls up in front of my next door neighbor's driveway and yells out, "I'm surprised you haven't gotten into an accident yet."
Yeah, I almost did, thanks to YOU. Then he drives back to his house. That was the part that got my blood boiling.
As for myself, I worked for a company for a few years that involved long duration driving from place to place, by delivering packages to customers around the city. From Morning till Evening, 6 days a week. Point is, I felt insulted by his arrogance.
Turns out this guy is my local neighbor that I know in person, who's a religious ignoramus who believes himself to be a "good christian" when really he bullies people (including kids that walk home from school) and acts as if he's better than everyone else. Has Trump-Pence signs on every corner of his yard. What's also alarming is, he has "Smile! You're on camera!" signs planted next to the public USPS mailbox that sits in front of his yard.
I'm more at a disbelief he hasn't gotten his ass beat from anyone yet, the way he acts in general to people. What an asshole.
I highly recommend to those who browse this website (if have not done already), obtain a Hi-def dash cam. It will save you from grief one day from idiots like the Nissan Leaf driver.

Sunday yesterday, when returning home from WinCo, had to follow this vehicle home, was able to identify from the descriptions. Basically did the same idiotic bullshit as OP described, almost rear ended him because of his sudden urge to slam on the brakes for no reason, despite the line of cars behind me. Myself and two others behind me almost gotten into a wreck and slammed on the horns as a result.
Do society a favor, stay off the road, or take a bus.
