This van is always parked on the side of street with people living in it even a small little girl. It is ver sketchy. All of the windows have foil on them. Sometimes I see smoke coming out like they are cooking inside. there is always a black car parked behind with the same foil on windows.

I'd bet their situation would pass as nothing illegal. If that child appears to be in immediate danger or appears to be uncared for you need to call CPS.
