If he parks the vehicle not on the Shoulder then the Semi would be blocking a lane of traffic.

Jerk parks in bike lane to make a delivery when there was plenty of non-bike lane space. Verbally abused people who criticised him. Caused over 30 cyclists to go around his vehicle in the main traffic lane.
