I've biked through the middle of downtown Cleveland myself many times over the years and haven't had any issues with drivers. I'm very surprised to see something like this.
If you have not done so already, please report all evidence to local law enforcement. The driver could very well be charged with Disorderly Conduct and Criminal Threatening.
