Don't know who the driver is, but they are a complete danger to the road. Witnessed them not using signals cutting off several cars an two tractor trailers today on 70 east in Washington, PA. The one truck they tail gated and cut around them and spiked her brakes in front of them several times. Dark tinted windows cannot make out who they were. Be careful if you are around then.
