Given all the warning signs in regards to children, possibly an ice cream van, but the owner does not have a vending license, which would explain why he drove off after being confronted.

Creepiest van and driver, ever. He was waiving at a group of three young girls about ten years old on Shoal Creek. I asked him to pull over and he sped off.

This would be a good time for you to pull out your cell phone and start taking pictures, or better yet, video of the entire incident. Call the police and turn the evidence over to them.
Let the police handle it. I cannot recommend ever confronting someone like this. I know you want to do the right thing, but you have no idea who or what you're dealing with when you attempt to play cop. Stay safe. Thanks.
