What makes you think it's out-of-state? What makes you think there are documents being forged? I think you know who took it. Tell the police, have him arrested.

The other day I was driving and I saw this mini van driving and he cut me off so at the red light I stop next to him and tell him to slow down and that he cut me off and he proceed to turn up his subswoofers and sped off! How did he get his license!
