This person was driving in the left lane, even though they were not passing anyone. I flashed my headlights to let them know I wanted to pass safely. My wife and I could see that they saw us, but for what ever reason refused to move to the left hand lane were legally they should have been. I then tried to pass them on the right. Just as soon as I got even with them they sped way up until they go next to a tractor trailer, and then they hit their brakes. They must have thought this was funny as they then waved to us in the mirror. They probably went 3 or 4 miles like that, then they sped up again, passed the tractor trailer, pulled to the right, and gave us the bird. The nice thing was as we passed it was a woman (notice I did not say lady) driving with what looked like a teenage boy in the front seat, and maybe other kids in the rear seat.
Person had a live animal in trunk with legs tied. This car should be found ..very suspicious. I tried to follow but they took off fast when he saw my camera.

This person drives like an A-hole. Dark blue Ford escape crammed full of crap so he can't even see out the back window. Side view mirror you could only see a dog so maybe it was driving. Cutting in and out of traffic, cutting people off
Tailgating, trying to pass using an on ramp, trying to pass on the shoulder, stopping and blocking traffic because of road rage. All around awful driver.
