Old Dominion Road north bound in front of Mary Mount University in Arlington VA. White SUV possibly Toyota RAV4 Going 15 mph in 25 mph zone while looking at phone continuously from Lee Highway to Yorktown boulevard. At the light at Yorktown, when two lanes are available I tried to pass her and she punched it to keep in front of me, since she sped up, I slowed down and got back behind her at which point she “brake checked” me. Thank goodness there was still an open lane that had not yet merged for me to avoid her. We unfortunately had to travel along the same route for several more miles where I gave her plenty of room. When our paths finally diverged (I took a turn and she did not) she rolled down her window and screamed something incoherent.
BE CAREFULL This person obviously DOES own the road and seems completely unafraid of a collison!
