This guy was middle eastern with long crimped hair past his shoulders. About 6ft tall wearing a blue flannel sweater and jeans. Parked across the street from my house in a red zone got out to smoke a cigarette looked at the houses across the street took a panoramic photo of the the houses surrounding. Stood there for about another 10 minutes. Looked very suspicious. Like he was scoping out the properties to rob them. He looked very shady. Had some facial hair like a go-t.

I think the car was black or dark blue. A newer model Camry or a Nissan didn't get a good look from the side. It was either a Camry or a Altima or maxima. Possibly a hybrid.
