CCW permit has requirements in all states. Some vary, but I bet your state of California (being so anti-gun) is stricter than my state. My state says threatening or intimidating others with my CCW can result in the state reviewing my CCW record and cancelling my CCW permit. My state doesn't allow people to go around threatening to draw the CCW to shoot others.
You should report that person to the state for threatening to use the CCW on you for simple intimidation.

The CCW laws prohibit threatening people with the CCW and that should be reported if you have the video with the violator's voice saying the ccw threat. The state will revoke his CCW or report him to the state where he first got his CCW if he is a recent transplant to California.

This a hole didnt return his shopping cart like a jerk, then called our beloved sebastian the n word even tho hes clearly white, then he went on to threaten agent sebastian's life, If I ever see his car anywhere i will make sure to break all the windows and slash his tires
