Maryland is full of politically powerful people as they are spouses, relatives, lobbyists, lawyers, and VIP related to people in the federal government. So there are a lot of arrogant drivers in cars with Maryland plates. Maryland needs to create and enforce a "Scofflaw Law" where people who haven't paid off their unpaid tickets for longer than six months will then have the scofflaw status. Scofflaw status means the police officer calls for impound instead of just handing over a speeding ticket. It also means license tabs don't get renewed until the tickets are cleared.
Heck, my state refuses to renew tabs if there are any unpaid tickets on the record.
