That person must be impaired - they got out and tried to put the other car's hubcap back on, tried to back out again severely crunching the car next to them, got out and tried to put the hubcap back on again and rubbed at the scratches on the other car's bodywork - that's not normal.

The driver of the Focus then proceeded to depart the scene of the accident. I hope that the driver of the Toyota will find this information and use it to get their car fixed without cost to themselves. I also hope the driver of the Focus will be cited for the hit-and-run.
