If they do package thievery or cruise around neighborhoods looking for packages, then they hide the license plate and then depend on a lawyer with plausible denial if they get caught hiding the plate.
My coworker once saw a car cruising around in his neighborhood during the day. It had a piece of burlap tucked over the top of the plate and dangling down to hide the plate. Without front plates required, it works when the do a quick casing run after they see a transit or ups truck leave the area.
This guy not only covered his plate, what is technically illegal in NYS, but also put a refractive film inside so that nobody would be able to read his plate even standing 10 feet behind. I had to double check his plate number going around and see the front one. Why would anyone want to conceal their license plate? Is this piece of shit afraid of red light cameras? Or doesn't he want to be identified when he commits crimes? I think registrations and drivers licenses of the owners of such cars must be revoked for at least a year so that they would think twice the next time.
