OK...the driver has their brake lights on so you know that they are still in the car. There is also traffic directly in front of them so the picture was taken unnecessarily.

Looking at the picture, there appears to be traffic in front of the car and the driver is trying to move with the flow of traffic. Did the driver actually get out of the car and park there??? That would be lane obstruction.
