Behind me in car with single right headlight on, then switched to left headlight on and right headlight off. The driver was looking down and obviously doing this. Then the two headlights came on. What does this mean? Didnt realize it was a washington plate.

I just looked up this plate number and this is a 1997 Chevrolet Cavalry.
In this model year car the Turn Signals do not turn off the headlights.
This could mean the vehicle might either have a short or the owner rigged the headlights to alternate from left to right from highbeams to low beams like the State Troopers have on some of their Unmarked cars.

I just found out why. Modern cars turn off one opposite headlight when turning blinker on. Thanks anyway
