Driver of a yellow Ram truck refused to yield the left hand lane on NB I-17, despite a line of 10+ cars trying to pass. Drove in the fast lane below the posted speed limit and intentionally slowed down/sped up to prevent anyone from passing on the right. When drivers were finally able to pass, he extended his middle finger to everyone. He is mentally and/or socially imbalanced and doesnt seem to understand basic courtesy or the rules of the road.

Went out of his way to cut me off twice then slammed on his brakes. Seemed like he was on meth or pcp.

Driver was drunk and unable to stay in lane. Slammed on breaks to try and commit insurance fraud. This was all on a Wednsday morning near two public parks and an elementary school
