Driver was stopping in lane to block drivers, then would drive into oncoming traffic and stop to bait people into driving past him, then would chase drivers down if they did pass him. Not sure if drunk or just crazy.

Horrible driver, cutting in and out of lanes. Using two lanes while speeding, using profane hand gestures and language.
