Driver was screaming nonsense as he walked to his car. Yelled at a dog and then barked at it. Screaming at nothing in particular. Boot scooting boogie! Boogie life oogie. Gordon the car and screeched off driving very fast down Grand ave in Oakland with his hazards on. 45ish white dude. Short. 6pm ish near the Safeway.

Parking lot. Parked next to me so close that I couldn't open my driver-side door. I'm a senior and I had to climb into my car through the passenger door and get over the parking brake lever in my compact car.

The driver of this car left her dog inside in the sun. It was getting really hot. I watched him and timed to see if his "owner" was just stepping out for a minute. When I was just about to call police, the blonde woman came back.
