Here are the facts:
Car turns on its signal to exit the HOV/carpool lane. Despite the signal, this is still illegal because of the double yellow lines.
Motorcycle approaches from behind, lane splitting in between the 2 left-most lanes. The motorcycle collides with the car.
Considering the fact that this license plate is from California, as are the others in the video, we can assume that this accident occurred in that state. In this case, because of california state laws, the biker was lane splitting legally. He may have been driving at a faster speed than traffic, but he was not performing any illegal maneuvers.
Conclusion: all the evidence points to the car being at fault. Some people are saying the car also ran from the scene. I don't know if that's true; I couldn't tell from what I saw. If it did, that is enough reason for serious consequences.

Update: Commited a misdemenor AUG13th 2019.This Jailbird Mario Lopez look alike threw a handfull of small rock stones and mulch in the face of a trans photog 20ft FROM THE FRONT DOOR OF A POLICE STATION LOBBY!
