He's a ginger, 5'9-5'10, skinny, he's harassing minors and saying to run it talking about fighting minors.

This guy is incredibly reckless. He nearly hit me while intentionally running a stop sign in South Philadelphia and then proceeded to almost hit another SUV while trying to steal its parking space.
