I had a similar situation with same driver, call Hopewell police in Virginia they didn't do anything.

Cut me off suddenly and with no blinker, I pressed my horn because I thought maybe I was in his blind spot and he flipped my off. He continued to drive and was straddling the lanes so I could not pass him. He was swerving and I could smell Medicinal Marijuana coming from his vehicle. Continued to swerve and the passengers in his car looked like they were dancing since their arms were swinging all through the vehicle.

This guy cuts people off, nearly hit me while cutting lanes in the middle of the intersection and then breaks all kind of laws just to cut me off. I did not speed, or break any laws, but this guy kept trying to get in front of me just to stop, put his car in revers once the light turned green. Obviously following me to try to make me have an accident untill I got my phone, took a photo and tried taking a video He had an Uber sticker in the back side window so be warned if you want a ride from this psyco.

He also rides the bumper of the Civic ahead of me even though traffic is coming to a stop.
