Cop blocked traffic to argue with motorcyclist because he didn't like being honked at while blocking a yield when the cop was witnessed using his cellphone while driving.

He was in a civilian vehicle, he's not on duty, abusing powers of a position of trust. I hope his department can see the embarrassment he brings to them.
