Then they get back in their vehicle and move up a few houses and repeat the process. Every so often they will walk up a driveway and look around, but I haven't seen them knock on a single door yet.

They're probably canvassers for a real estate agent/agency. I used to do the same thing for a living (get the "feel" for the neighborhood). I'm surprised though that they're walking up driveways. That's considered trespassing and a big no-no, regardless of which state you live.
