Driver blocked 63rd Street at corner of Lexington acting as though he was authorized. I politely asked him to identify himself before I called the police and he gave me a dismissive look and got on his phone. He was unkempt looking with ill fitting disheveled clothes and did not appear to be law enforcement. He left before police responded.
