Drivers are responsible for the behavior of their passengers. It's too bad that states don't have enforcement of anti-littering laws. The foreign culture of throwing trash on the ground keeps expanding and has become the norm in inner cities. And that noxious inner city culture keeps expanding out into the suburbs.
