The first person responsible for the abandonment is Luis Antonio Campos and he was charged. The initial abandonment was careless and the leash was caught in the shut car door as it drove off. This caused the dog to be dragged behind the car as the it tried to run and keep up. The car stopped, and the door was opened to release the leash. As the car drove off, the abandoned dog then tried to run after the car.
As others have said, better to be abandoned than to be made into dog tacos.

Abandoned on the highway, but at least the dog didn't end up in street tacos at some food truck.
