The vehicle was parked in the lot when I arrived with lights on motor running. Female with head down slumped forward with head down. Was still there after I entered and exited the building. When I started to leave she started to leave. When I drove by her, next to her she decided not to leave. Parking Lot Organized Stalker.

Lights on motor running. Did not see the driver. Left the as soon as I exited my vehicle and walked toward the building entrance.
