Partial plate in the parking lot motor running headlights on. Never exits the vehicle. leaves when I leave.

Parked in the CVS Oak park parking lot with headlights on and the motor running. No one was in the vehicle. Walked by looked inside.

PARKED IN FRONT OF MY HOUSE. CAN'T GET MY CAR OUT OF THE THIRD CAR BAY IS PARTIALLY BLOCKING THE DRIVEWAY. IS DOING WORK AT SOMEONE ELSE'S HOUSE.

Dangerous driver that uses shoulders and right turn lanes to pass you. They are more important than you so those few seconds they save by passing in this manner is required.
