CHP were called. Driver was doing 90-100mph in lunch hour I-5 North traffic between Jeffery and Culver. Passed other motorists on right (while some were still changing lanes, likely unaware of this projectile coming their way) at this speed to get to HOV lane.

This stupid driver enter the line crossing the border and almost caused and accident because he wants to enter the line in front of alll.

Dropped off in middle of street. Did not pull over to side. Did not use signal or hazard lights.
