Driver sped down MacArthur Blvd at a high rate of speed. Just out of luck driver got caught at a red light. Because I snapped a picture, driver gave out the finger and sped off onto the 55fwy.

you will notice by the front left tire the curb is painted blue for handicapped parking. Civic did not have a handicap sticker on its license plate or placard visible in the car.
