Saw this white mini van driving and he (Mexican/black) cut me off and I proceed to follow him until we got a stop light and I tried telling him to slow down and he turned up his subswoofers and sped off! Not happy about that, needs to be off the road

This driver was on their phone I have seen them multiple times slowing down on the highway and swerving in and out of lanes almost hitting other vehicles
