Passed multiple drivers on double yellow near blind curves/hills, driving about 90mph in a 55 zone, swerving all over unable to keep the car in lane. Late teens/early 20s male with long brown hair. Potentially drunk/high, didn’t seem in as much a rush when I caught up to him at the gas station (did not confront, reported to 911)

Driver has a lead foot. Especially on urban roads with 25-30 mph speed limits. Seems to be in a rush to get to the nearest red light.
