Passed multiple drivers on double yellow near blind curves/hills, driving about 90mph in a 55 zone, swerving all over unable to keep the car in lane. Late teens/early 20s male with long brown hair. Potentially drunk/high, didn’t seem in as much a rush when I caught up to him at the gas station (did not confront, reported to 911)

This guy never uses turn signals when turning, barely slows down for stop signs, speeds in school zones even past kids on the road. He is also very aggressive as if he's under the influence.
