Drives 5 or more mph BELOW the speed limit for no reason sometimes, slows down going into a faster speed limit, then speeds up while another driver is passing them. Also brake checks when another driver has to abort the pass.

Failed to stop at all way stop intersection. Failed to yield to my car that was first at the intersection. Probably I wouldn't care but since he flipped me off for honking to let him know that he wasn't doing the right thing he deserves to be in here now.
