This driver is by far the most reckless driver I have encountered in Rockaway Beach.

If they do package thievery or cruise around neighborhoods looking for packages, then they hide the license plate and then depend on a lawyer with plausible denial if they get caught hiding the plate.
My coworker once saw a car cruising around in his neighborhood during the day. It had a piece of burlap tucked over the top of the plate and dangling down to hide the plate. Without front plates required, it works when the do a quick casing run after they see a transit or ups truck leave the area.

This driver disregards other's safety and make dangerous and illegal U-Turns. Be careful.
