Woman seen driving aggressively on one way streets blowing stop signs. She was throwing plastic bags of trash at another car while honking and tailgating. She seemed to have been drinking or under the influence. Anyone see this car with a black female driver please stay away. Managed to capture picture of vehicle for fear she’d hit someone.
