Driving late at night in the dark could barely see this car only because the two reflective. Panels on the back. Otherwise I wouldn't have noticed him. Not using his lights at all headlights or running lights. Definitely a danger to others and himself.

This driver doesn’t know how to park. He/she parked in the NO PARKING zone and I couldn’t even get my car out.
