Watched this a couple times before I finally saw what really happened. I thought they backing out of a driveway on the right, but it shows they were attempting a 3 point turn... but seems to just sit there forever until I locked up the brakes and whips around up on the sidewalk as if they were trying to get me to rear-end them. The tail light and head light from the side were very faint and lined up perfectly with traffic on the left and a waiting car on the right. I first see him when the glimmer of my headlight reflects off the front wheel (9 seconds) and you hear the skid begin about a quarter second later. Being blinded by high-beams a just before didn't help matters either.

On 10/23/2016 on Westbound Washington State Highway-16 near Gig Harbor. The Driver Red car pictured riding in the left lane and not passing anyone in violation of RCW 46.61.100 KEEP RIGHT EXCEPT TO PASS. She has NO ONE infront of her and a line if 5 or more vehicles behind her.

If anyone ever finds a car with these license plates, please let me know, this is my car and it was stolen from me, i have already called the police, but there is only so much they can do, a PI is very expensive, please i could use all the help i can get, my email is Veteran316@gmail.com thanks
