This car drives around neighborhoods, stopping by houses, with head and rear lights off at Kent, Washington. He drove around my neighborhood 3 times. I followed him and he parked. Called the police; i guess he was free to go because 30 minutes later, i see him driving around my neighborhood twice, as I do one last scan around my neighborhood. I believe it is a silver 4 door, toyota. I didnt catch the model.

The Driver of this vehicle was Speeding, Cutting Off other driver, using the HOV LANE as a passing lane as a Single Car Driver and weaving into and out of traffic.

This car was weaving in and out of traffic driving 100 in a 60 and almost hit several people including myself with my 9 month old in the car. She was passing illegally on the left when getting onto the freeway at a very dangerous on ramp.

On Karcher Rd., Southeast Port Orchard, Washington @ around 4:40 pm Pacific on 4/11/2016 the driver of the Gray Honda Civic pulled out to block 1 lane of traffic close to a red stop light.

On 4/22/2016 at around 4:50 pm on Westbound Washington State Highway 16 in Gig Harbor area.
This driver was changing lanes without using a turn signal while weaving into and out of traffic.
