This vehicle hit the rear drivers side quarter panel of my vehicle while they were attempting to parallel park. Damage to both vehicles matches absolutely. After contacting the owner they refused to accept responsibility, lying about the vehicle even being there at all. This happened on 4th Ave S and Main downtown Seattle.

The owner of this vehicle has extreme dark tinted windows and an extremely dark times tented plate blocker both are used to obscure the plate number and number of occupants of the vehicle in an attempt to use the HOV lane and get out of Photo Tickets.
At BofA in Port Orchard at around 9:15am he darted towards the ATM parking spot at a high rate.

Attempted first degree murder. WA State Patrol has informed me that they do not respond to calls regarding DUIs or attempted vehicular homicide. So this homicidal maniac gets to keep driving around until he kills someone.
