This black Honda CRV on 12/3/2019 around 6:45pm was recklessly speeding on Bear over the 405 towards Baker by swerving in and out of lanes and hitting the sidewalk edge. Concerned he was under the influence of a substance. Was not able to report to authorities as he sped away and I loss sight.
