Driver parks in the middle on an intersection, on a red: "no parking" curb for 15 minutes blocking all traffic. Cars needed to move to the counter traffic to pass him.

Driver parks for 15 minutes on a Fire Lane to be closer to a building. If he would park on half full parking, he would need to walk 2 minutes to a building. Lazy person who likes to break the law.

The driver left the car and blocked parked cars as well as the whole road(see attached picture).
The car was parked that way for at least 30 minutes.

Stays exactly at speed limit, hate it. It's ok to go 5-10 above
