Even with a safety vest, bright yellow helmet and a bright orange backpack, she nearly hit me, which leads me to believe she cut me off closely on purpose.

What's funny is after this guy gets into the carpool lane, it ends up being a bit slower. I end up at least 16 cars ahead of him by the time I get to my interchange. He never catches up after this point.

Yes you DO have to signal in turn only lane.
