I watched him get pulled over and as the cops asked him to get out of the van he started to scream multiple racial slurs and he started to say don't look in the cooler and i don't know what was in that cooler but the cop who opened it had a face that made look like he was gonna puke.

Before you make a complaint, there also needs to be a definite amount of damage to your car. More than a microscopic scratch or pretty much everyone will call you a "hypochondriac" type car owner. Remember that reporting an accident can also affect your insurance rate since insurance companies look at public records too.
Florida license plate NZLM42 is registered to a 2011 Honda Fit 4-door hatchback with VIN JHMGE8H33BC023849 and engine type 1.5L L4 SOHC 16V with automatic transmission.
Your picture doesn't show a RAM 1500. Are the plates stolen? Is that why she was laughing? Remember to run up and photograph their VIN plate next time. Anyways, report the incident to the police after you personally visit several online license plate lookup websites.
You can always put the videos on Youtube and then post the URLs here. Look at your local police website where they allow uploading of info including videos. My city has that when people want to submit complaints for investigation. this reduces the need for officers to travel out to take a police report since the travel time to get to you is essentially wasted time in the day at their high salaries.

But her car surely has a lot of little chip marks all over like she uses the parallel park method of going back and forth until her car touches the other car. There's lots of drives like that in my downtown because the city makes the parallel spots so small and tight that only a car as short as the Nissan Versa, Honda CVCC, or Toyota Prius can easily get in and out without bumping.

Photos usually don't work with the police to prove a crime. You need video to prove the continuity of the action or else the lawyer will challenge you saying the still photos prove that YOU HIT HER CAR instead.
Get a dual-camera (front and back) dashcam with parked car imaging. For example, parking mode dashcams work in catching the suspect like the one at

Woke up to get my car at 8 something just to find thid lady literally bumped into it she was sleeping with a guy literally knocked out and were moving were it seemed they were under the influence. I didn’t say anything just took pictures because I didn’t want to start anything. Eventually she got up and asked me why was i standing there and i said because you hit my car. She got off gave it a little laugh repeated twice she didn’t hiy it when clearly it was on my bumper literally no shame she said i can call the cops because she doesn’t care and literally drove away immediately. Like i said i didnt wanna start anything especially not that early but wow the lack of shame is disgusting when I literally caught her in 4k. Not gonna say she was under the influence because I wouldn’t know that but the way she was moving and making gestures definitely didn’t seem normal and I definitely didn’t wanna deal with a drunk driver or whatever she was possibly on. Unfortunately i cant upload videos here but i did take 3.
