Dick head Driver pulls out in front of traffic moving at at 40MPH, when honked at Stopped in single lane of traffic stopping everyone. Then proceeded to drive at less than 10MPH. Driver probably had a few drinks at brunch since the bar/restaurant was the lot he pulled out of. Driver should have license revoked.
