Incorrect. The cyclist is required to ride as close to the right as practicable. This is left up to the discretion of the cyclist.
Taking the lane at and near intersections is actually the safest thing for cyclists to do to avoid being unsafely passed or side swiped. Honestly if you think being to the right promotes safe passing you are clearly ignorant on this subject all together.

This guy is clearly more important than you, that's why he uses empty parking spots to get around traffic, fails to stop at stop signs and rides bumpers with roughly 2 feet of clearance. If you see this tool on the road your best bet is to just get out of his way, because he got places to be.
