Incorrect. The cyclist is required to ride as close to the right as practicable. This is left up to the discretion of the cyclist.
Taking the lane at and near intersections is actually the safest thing for cyclists to do to avoid being unsafely passed or side swiped. Honestly if you think being to the right promotes safe passing you are clearly ignorant on this subject all together.
This car comes ripping down our residential street at 60mph and skids around the cul de sac with no regard to the safety of anyone. Looks like they are out to kill.
