This guy was sitting in our apt parking lot with his windows up and the A window shade on front, revving up his motor.. He was there for along time, when he seen I asked if he was ok, he had barely rolled his window down... Then left, but parked elsewhere in this complex... Weird

I was going 40 through a residential section and the ass hat driving a little dark green Honda with the plates cjh3396 passed me like I was tied to a tree. I caught up to him at the next light and was able to take down his plates.
