Was driving and had green light and car on other side ran red light. It was a late model white Kia Sportage with plate gxf-196. A DMV search shows car belongs to Neysa Pagain Cortes who has at least one DUI in NY.

Seemed like a delivery driver (didn't have any marking on his car or anything), parked in the middle of the driveway. Got out and started walking around in the dark looking into cars with a flashlight. Someone asked him if he needed help, he got defensive, started flicking his flashlight at them, and went back to wait in his car.
Someone eventually showed up, looked like they were exchanging directions, then left without anything.
Driver eventually left after repeatedly flicking his flashlight at the people who asked him if he needed help.
Looked like a Nissan Sentra, dark paint.

This guy just backed up into my car and drove off like nothing happened. Watched you drive away, you need to retake your driver's test.

Despite owning a $130 000+ car (Tesla Model X P100D), this guy is incapable of keeping his lane, drives at half the speed limit, and repeatedly switches lane at the last moment, cutting my off in the process.
He ended up going to the same parking garage as me, although he took the long way around for some reason. He proceeded to try to park in a "small car only" parking spot in the middle of a turn before giving up and driving futher down the lot with proper open spots.

Had or still has this 2015 White Kia Sportage. Plate GXF-196. She has at least one DUI most likely from Colonie NY. Also has multiple arrests and convictions of Prostitution from Schenectady NY. Has a restraining order against her by her son, was arrested in 2018 for violating it. She's been fired or expelled from 12 different jobs, stole from some jobs, got evicted from multiple streets in Schenectady NY, got expelled from at least two colleges, spent approximately 4 months in a mental health hospital unfortunately it had no positive effect.
